vacant position Project Manager for Local Milk Sourcing Project Yayasan Rumah Energi

I.        About YRE

Yayasan Rumah Energi (YRE) was established in 2012 in the social and humanitarian fields. The organization is mandated to contribute and create positive impacts on poverty alleviation, strengthening the livelihood of grassroots’ communities, adaptation and mitigation to climate change and assisting in disaster risk reduction through innovation and shared knowledge. Our flagship program is the Indonesia Domestic Biogas Program (BIRU). BIRU has facilitated the installation of 27,909 biodigesters in 16 provinces across Indonesia. The program has impacted over 129,684 people among which 27.912 people are farmers; trained 1,458 local masons; 153 local partner including Micro Finance Institutions, SMEs and universities. YRE has also been providing social business incubation assistance to women entrepreneurs through our Pro Women, Puan (Desa) Inspiratif programs and Sustainable Cacao Farmers and Organic Fertilizer Market (SCORE) Project.

In 2022, YRE together with its partners will implement a 3 (three) year project named the Local Milk Sourcing (“LMS”) Project in Central Java, Special Region of Yogyakarta (DIY) and East Java. The LMS Project’s objective is to strengthen the economic, social and environmental resilience of local dairy farmers through in-depth Good Farming Practice trainings, procurement of goods and services, installation of biodigesters and small-scale pilot activities. Currently, YRE is looking for a Project Manager to lead the LMS Project in achieving its objective, milestons and KPIs. The Project Manager and the team will be posted in the project office in DIY.

II.         About Local Milk Sourcing Project

 

The Local Milk Sourcing Project (“the Project”) is a collaboration project between YRE, dairy company and Promoting Rural Incomes through Support for Markets in Agriculture (PRISMA) (“Project Partners”). The 3 (three) year project will empower 480 dairy farmers in Central Java, DIY and East Java as direct beneficiares and 1,479 indirect beneficiaries. The project aims to strengthen the resilience of local dairy farmers by increasing dairy productivity, increase capacity of local dairy cooperatives and farmers in Good Farming Practices, improving environmental management through biogas installation and carry out small-scale piloting initiatives to improve farmers work efficiency in dairy production and quality.

 

III.       About the Post

The Project Manager primary responsibilities are aimed at providing overall leadership in project management and general technical direction of the entire project.  The Project Manager will be the key focal point for the Project implementation by providing technical guidance, support, troubleshooting and project representative to local stakeholders.

The Project Manager will lead and manage the Project team; ensure effective and timely implementation of the project; acting as focal point and coordinator for local stakeholders and Project Partners; accountable for the operational activities on the ground and provide regular reporting to the Steering Committee. The Project Manager will be under direct supervision of YRE’s Executive Director in Jakarta and the Project Partners through a Steering Committee.  

IV.      Task and Responsibilities

The Project Manager will be tasked with the following duties:

1.         Project Management:

a.    Coordinate and lead the preparation of field-based activities based on the approved workplan, timeline and monitoring and evaluation framework in consultation and under the strategic guidance of the Steering Committee. This should include regular contact with Project partners on the ground to ensure they are fully and appropriately involved in the project in the form of coordination, planning, synchronized implementation, reporting and monitoring and evaluation activities.

b.    Ensures that the project complies with YRE’s SoPs and compliance instruments including but not limited to financial, administrative, procurement, code of conduct, project management as guidance for the project implementation.

c.     Ensure that the field level activities are implemented in a timely manner and produced high-quality results in accordance with the project’s objective, milestones and KPIs.

d.    Oversee and provide guidance for the Project team.

e.    Ensure the Project conforms to YRE and Donor program principles and project standards as well as YRE organization value.

f.      Identify and promptly communicate to YRE management of any issues arising during project implementation.

g.    Any other necessary administration needed required by YRE pertaining to project.

h.    Identify, track, manage and resolve project issues

i.      Identify, manage and mitigate project risk
 

2.         Accountability:

a.    Ensures proper process and documentation for all forms of financial and procurement transactions under the project in compliance with YRE’s policies and guidelines.

b.    Ensures timely reporting and settlement of financial and procurement under the project  

c.     Collaborates closely with the YRE’s Jakarta team during audit undertaking.

3.    Monitoring, Reporting and Documentation:

a.    Define and collect metrics to measure project progress

b.    Ensure periodic reporting on a timely basis including narrative and financial report to YRE Jakarta team and the Steering Committee.

c.     Coordinate the Project team to comply with and utilize the monitoring and evaluation framework and tools to be used for tracking progress reporting to the Project partners and the Steering Committee.

d.    Ensure high quality documentation and means of verification for each Project activities

4.         Government Liaison/External Relations:

a.    Represent YRE for the day-to-day project implementation

b.    Proactively disseminate project information to all stakeholders

c.     Coordinate regularly with the Project Partners on site and YRE’s Jakarta team

d.    Establish and maintain positive working relationships with stakeholders at all levels

V.     Knowledge, Qualifications and Experience:

The Project Manager is expected to have the following qualifications:

·     Proven experience in a supervisory and/or project management position of at least 5 (five) years

·     Educational background of Bachelor's degree in the field of animal husbandry/dairy cattle/veterinary medicine/community development/development economics

·     Understanding of development sector values and paradigms

·     Experience and understanding of the different stakeholders involved in development projects

·     Ability to navigate complex development environments and work effectively with an array of implementing partners in a fast-paced environment
      Exhibit cultural sensitivity including the ability communicate in Javanese

·     Excellent communication, negotiation and managerial skills

·     Experience in project financial management and/or monitoring & are highly desirable.

·     Excellent writing skill in English is required for reporting purposes.

·     Ability to make reports in a structured and informative manner

·     Having experience working with NGO/donor program/CSR is a plus

·     Knowing the area of ​​Boyolali, Klaten, Yogyakarta, Semarang is a plus

·     Ability to motivate and create a healthy and productive team environment

VI.         Term of Employment

The appointment is a full-time position of 40 hours per week. YRE offers a one-year contract with possibility of extension. The post holder will be based in DIY project office with frequent travel to the project areas (i.e.: Central Java and East Java).
