Junior Financial Specialist

 Junior Financial Specialist

A.          Responsibilities

Generally, Junior Financial Specialist performs their duties in accordance with guidelines defined by the manager or are under the instruction of Specialist in higher bands. Thecontent of work and the learning stagesare geared towardsenabling the staffmember to assume functions in GIZ Band 3 or corresponding activities in the market. This function allows the employeeto acquire technicaland methodological knowledge, personal and social skills which can also be used in other band 3 functions. The incumbent provides support in:

 

·     Dealing with all questions arisingin this area

·     Identifying relevantproblems and issuesand assisting in formulating implementation-oriented solutions

·     Further developing instruments and assisting in introducing innovation and change

·     Managing knowledge by disseminating and documenting know-how, experience and information

 

 B. Tasks
  1. Finance and Accounting
  • Prepare the paymentand electronic bankingdetails based on request from the projects after checking the completeness of the documents
  • Making sure that the complete voucher documents are stored digitally and as hard copy in right order and in timely manner
  • Deputy of Petty Cash and Input the authorizepayments into the WINPACCS Cashbook
  • Liaise with the bank, handle all banking matters
  • Arrange and facilitate regularmonthly payments Local and Foreign Currency
  • Provide advice and guidancein financial mattersto projects
  • Maintenance OnlineBanking for GIZ Office Jakarta and Projects
  • Ensure fund is available for any payments
  • Monitoring incoming funds
  • Creating, sending and follow up Invoice to Third Parties
    2. Internal control
  • Involved in drawingup the annual internal controlling schedule and reports
  • Conducting Internal Controlon projects accounting in Indonesia and Timor Leste in accordance with the Internal Control Guideline published by the Auditing Unit of GIZ Country Office Indonesia
  • Discuss the resultof the internal control with Principal Advisor
 3. Other duties/additional tasks
  • performs other duties and tasks at the request of management
  • Immediately report all problems involving finance and regulations
  • Maintain filing for financial sectionand keep information confidential
  • Undertake further job training relatedto her position and duties,if required. Specialtraining programs shall be identified and selected jointly with the GIZ Management

 

 C. Required qualifications, competences and experience

           Formal Education

  • At least a bachelor’s degree in finance or accounting or any related majors;

 

Professional Experience

  • At least 2 (two) year’s professional working experience in the field of finance or accounting
  • excellent understanding on accounting and financial operations (bills & voucher checking, payment processing, planning)
  • Knowledge of GIZ finance systems such as WINPACCS and Onsite Reporting is an asset;
  • Knowledge in SAP is an asset
  • good understanding of GIZ Processes and Rules (PuR) regarding financial and administrative management is an asset
  • experience working in development organizations similar to GIZ and with relevant government and international entities is highly desirable

 

Other Qualifications

  • Proficiency in all MS-Office application, internet;
  • Language skills: Proficiency of oral and written Bahasa Indonesia and English is a requirement
  • Good working knowledge of telecommunication systems (Phone, fax, email).
  • Able to adapt easily and to work independently while being a good team player;
  • Working in international team,
  • Excellent organizational skills and strong ability to meet agreed targets;
  • Able to work precisely under high time pressure and workload;
  • Service-oriented attitude;
  • Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management
