Individual Consultant: Rapid Evaluation Individual Consultant, Evaluation of CSO Partners Demonstrating Results
MADANI Civil Society Support Initiative is a five-year USAID-funded project implemented by FHI 360, a nonprofit human development organization dedicated to improving lives in lasting ways by advancing integrated, local-driven solutions. MADANI aims to strengthen local government accountability and communal tolerance in Indonesia by improving and sustaining local civil society’s capacity, legitimacy, and sustainability in 32 districts in the provinces of Banten, West Java, Central Java, East Java, West Kalimantan and South Sulawesi. MADANI provides financial support and technical assistance directly to 32 targeted subnational civil society organizations (“Lead Partners”), to improve their operational capacities and systems, build stronger ties with communities and local governments, and support an improved environment and more sustainable means of mobilizing financial resources, including from the government and private sector.
After two years of MADANI assistance to Lead Partners around organizational capacity, including training and mentoring, the project wishes to better understand its influence on the following domains: Lead Partner management and leadership capacity; ability to relate to the people, government, and other external stakeholders; ability to innovate; ability to achieve consistency; and ability to deliver on development objectives. FHI 360 is currently recruiting for an individual Consultant to conduct a rapid capacity evaluation to qualitatively understand changes in organizational capacity and the relationship between capacity building interventions and capacity outcomes. The evaluation will contribute to project indicator “Percentage of CSOs reached demonstrating results from MADANI-facilitated mentoring and/or technical assistance services”.
All evaluation activities will be coordinated with the MADANI Team, under the direction and supervision of the Monitoring, Evaluation, and Learning (MEL) Team. The following tasks are anticipated:
- Desk review: Review Lead Partner annual workplans and the result of the Year 1, Year 2, and Year 3 Organizational Performance Index of 32 Lead Partners, and other relevant documents as relevant.
- Evaluation Design: Design with MADANI staff a valid and defensible methodology to answer the questions above and be able to highlight key lessons learned and best practices. The Consultant must submit written explanation of their proposed approach to engagement with Lead Partners, provide data collection tools/instruments, and outline data management techniques to be used. MADANI will review and approve prior to data collection and analysis.
- Data Collection and Analysis: Data collection may include detailed interviews with the Lead Partner leadership and staff, observations of staff task performance, staff focus group discussions, or any other method that is deemed relevant and value-adding. Once all data are collected, the Consultant will analyze the findings in coordination with MADANI.
- Presentation of Initial Results: The Consultant will develop a summary of the key findings and present to MADANI.
- Report Development: A report (format to be provided by MADANI) to be submitted by the Consultant.
Location of Work. Jakarta, with possible travel to MADANI districts
Deliverables and Level of Effort: The contract will be conducted over a period of 20 days in September-October 2022. The contract is expected to start the week of 12 September and conclude on October 20, 2022.
Qualification and Experience. The Consultant is required to have the following qualifications:
- At least eight years experiences working with civil society organizations
- Demonstrated knowledge and experience with civil society capacity building
- Strong understanding of the Indonesian civil society environment, particularly CSO at sub-national level
- Familiarity and experience with USAID Capacity 2.0 tools is preferred
- Demonstrated experience with producing high quality and credible assessments
- Ability to write concisely, analyze data and information precisely and present key findings in a well-defined structure.
- Fluent in English and Bahasa Indonesia
- Ability to work with people from diverse backgrounds and perspectives, and a professional commitment to promote a culture of gender equality and social inclusion
